着眼水库型流域水质安全评估和预警技术研究不足的现状,面向水库型流域常态化发展(非突发性事故)影响背景下的水环境压力,辨析了水质安全内涵,提出了水库型流域水质安全评估与预警的技术框架(WQS-DSRAEW),阐述和分析了该框架的主要技术环节。鉴于水库型流域水质安全评估与预警具有综合性、动态性、目标导向性、类型特殊性等特点,其技术框架强调突出“2”个前提、面向“4”类压力源,以水库型流域水环境质量保障为核心、减少水质退化风险为目的开展“4”项研究工作。框架中水库型流域水环境安全的关键问题诊断以及水质安全压力源识别、水质安全评估、水质安全预警4项内容有机联系并相互反馈,可共同为水库型流域水质安全保障提供管理决策支撑。 |

Research on water quality safety assessment and early-warning technology in the reservoir basins is insufficient currently. In this review, we defined the connotation of water quality safety under normal water environment pressure (non-sudden accidents). The technical framework for water quality safety assessment and early warning of the reservoir basins (WQS-DSRAEW) was proposed, and the primary technical steps of the framework were clarified. In view of the comprehensive, dynamic, goal-oriented and type-specific characteristics of water quality safety assessment and early warning, the technical framework emphasized two premises and four stressors, and included four parts: diagnosis key issues, identification of stressors, assessment and early warning on water quality safety in reservoir basin, aiming to reduce the risk of water quality degradation and ensure the quality of water environment. The four parts were mutually affected and interrelated, which could jointly provide support for water quality safety management of reservoir basin. |
