| 从研究与教育、用途与工艺、体制与环保和资金来源等角度，介绍了美国疏浚物有益利用及其管理现状。美国的疏浚和疏浚土管理，不仅在工程层面享有技术指导，还在体制层面遵循相应的规范和享受一定的便利，呈现全面、联系和综合的特色。在“工程顺应自然”倡议下，美国的疏浚工程旨在保障和提升通航能力的同时，依托疏浚土有益利用进行生态保护、改善或修复，进而实现环境、社会和经济的可持续综合效益。借鉴美国“工程顺应自然”理念，结合自身疏浚研究进展与相关经验，积极与生态环保领域特别是水工程生态领域合作，开展“工法自然”方法体系的研发与实践，建立适应我国国情的“工法自然”方法. |
| 英文摘要: |
| The beneficial use of dredged material and its management in the United States from the aspects of research and education, usage and technique, institution and environment, and financing are introduced. The investigation shows that dredging and dredged material management in the United States feature the characters of being inclusive, interactive, and integrated, which are not only instructed technologically, but also regulated and facilitated institutionally. Guided by the initiation of Engineering with Nature, the dredged materials from the dredging projects in the United States for maintaining and promoting the navigation capacity are used beneficially to preserve, to enhance, or to restore the ecological system， and to further maximize the environmental, social, and economical benefits in a sustainable manner. Associated with the domestic research and practice status, the corresponding techniques, managements, and concepts in the United States can be used as the references in proactive cooperation with ecological conservation, such as hydrological ecology, for the improvements of dredging and dredged material management, and the “Construction with Nature” method in China. |
