      水文化是城市水利风景区的灵魂,水文化传承是城市水利风景区提升品质和丰富内涵的必要途径。近年来,各地水利风景区建设工作如火如荼,吸引众多旅游开发商的眼球,而水利风景区建设为凸显地域特色,水文化建设已被视为水利风景区规划的首要内容。如何阐清水文化理念对水利风景区规划的重要性?水利风景区规划如何梳理和运用水文化资源?如何通过水利风景区规划技术手段传承水文化?本文基于当前面临的问题以巴城湖水利风景区为例作了以下研究:(1)在水文化与水利风景区的总体认知背景下,梳理巴城水文化资源,探究如何挖掘水文化资源价值;(2)从水文化资源保护和水文化旅游项目内涵表现两方面分析巴城湖水利风景区规划困境;(3)基于巴城水文化资源布局和发展脉络,确定规划定位和和规划布局;(4)以湖城共生、水乡共融为目标,提出“红色科教、绿色体验、蓝色休闲、金色品质”四大主题旅游产品,以传承“水利文化、水乡文化、水城文化、水蟹文化”四大水文化精髓。

      Water culture is the soul of any urban water conservancy scenic spot and developing a societal appreciation for water has been regarded as primary for planning this kind of scenic spot. Highlighting regional features and cultural heritage improves the quality and enriches the connotations for an urban water conservancy scenic spot. Expressing this important idea clearly, i.e., exploring and using cultural resources in addition to technology, is critical for those who plan water conservancy scenic spots. Based on the considerations above, we selected the Bacheng Lake Water Conservancy Scenic Spot as a case study. We began with a full inventory of water culture resources for the Bacheng Lake site and elaborated on the significance and necessity of water culture heritage in planning for the water conservancy scenic spot. The Bacheng Lake Water Conservancy Scenic Spot is located in central Bacheng town, with an area of 23.3 km2 and abundant aquatic resources that includes lakes, rivers and wetlands. Planning included the following aspects: (1) Characterizing water culture resources, based on knowledge of the site, and developing a water culture pedigree chart. (2) Finding the proper balance between protecting the water resources and promoting tourism. (3) Locating various scenic spot facilities, based on site characteristics and distribution of water resources in Bacheng Town. (4) Taking Bacheng water culture as the core goal and designing four tourism themes (red-science education tourism, green-experience tourism, blue-leisure tourism and gold-quality tourism) based on the four local essences of water culture (water conservancy, rural water, urban water and crabs) important to Bacheng town. The results of this case study provide a model useful for planning water conservancy scenic spots in other locations.
